Does a used car dealer need to give a receipt when a car is dropped off for repairs?
I'm in California & just purchased a very low mileage truck from a used car dealership. It drove fine & engine sounded strong...so, we financed it & took it home. Then we noticed ticking sounds & intermittent stalls when the vehicle was doing a tight turn. The dealer took the truck back & fiddled around with it. We didn't get any type of a receipt, so we don't know who fixed it. We did notice the gas gauge & the mileage had about 60 miles added on to it! The noise was still there, so we called them back & they told us to take it to a mechanic of our choice & they'd pay for the repairs. It was still under the 30 day warranty. We took the truck to the dealer center & they did a full diagnostic & advised us the vehicle wasn't even street legal in our state. RED FLAG. This will be costing us $98 when we pick it up tomorrow. When we advised the dealer of the many issues this truck has, they still want to fix it, but they want to do it themselves. We want to know where the vehicle is going. They are refusing to tell us. They want to just pick it up from the dealership & whisk it away on a magical repair excursion. RED FLAG again! Does anyone have any advice for us? We are responsible for this vehicle & don't feel good about turning it over again without a written receipt & a date on it. We have never purchased a car from a dealer before. We thought they had to do things on the up & up, but it appears we might be getting the shaft on this truck, if the BAR agrees that it is illegally packed with aftermarket air filters & on the road illegally. Should we get a lawyer or work with the Bureau of Automotive Repair first to resolve this issue? The used car dealer is going back on their word & it's only been ours for 2&1/2 weeks! California has strict smog laws & a dealer isn't allowed to sell ANY car that's been altered without a certified smog station affixing a special sticker to the vehicle. The BAR asked us to bring the vehicle in so they can start their investigation. There's a possibility the smog station didn't do their job correctly & if that's the proven fact, then the seller is off the hook. The DMV referred us to the BAR so they can view the vehicle & photograph the illegal after market parts that are messing up the computer sensors & rendering the vehicle a safety hazard. We just want out of the deal if they can't fix it to the manufacturer specs. They sold us an "factory original" vehicle & that's a big lie. Thanks?

Question for someone with accounting knowledge...?
My husband and I opened an automotive repair shop a few months ago. We have a commercial account with a parts supplier which we use to order parts for customers, and we are not claiming tax exemption so we pay taxes on our parts at the time of purchase. A few of our regular customers are used car lot owners. Some of them have mentioned that they do not think that they should be paying tax on parts when we bill them since they are tax exempt, and they usually offer their tax ID numbers for this purpose. I'm not sure what to do about this situation--we pay taxes on their parts, so why shouldn't they reimburse us this expense? Should we be requiring these customers to purchase their own parts to avoid this? Or is there another solution? I feel like this would be a common problem for shop owners so there must be some common practice, I just don't know what it is. Any help is appreciated!
